What “Flat” Actually Means on a Modern Mansion
Architects rarely draw a roof that is truly level, since water needs somewhere to go. The flat roof on a modern estate is a low-slope roof, and that slope decides which materials can be used.

The Quarter-Inch Rule
The International Residential Code and the International Building Code both require single-ply membranes to sit on a slope of at least a quarter inch per foot.
Building officials treat anything up to a 3:12 pitch as low-slope. On a 60-foot roof, that minimum adds up to 15 inches of fall when the drains sit at one end, and a parapet can keep that tilt out of sight.
Why Shingles Stop Working on Low Slopes
Asphalt shingles are generally not recommended below a 2:12 pitch, because water sitting on overlapping pieces finds its way underneath.
